Internal and external candidates will be considered for this vacancy. Context
Following the ICT Strategy and vision implementing the Target Operating Model (TOM) for the ICT Department, The Information and Communications Technology (ICT) Division has restructured its operations through the delivery of the IOM mandate through technological advancements and innovative solutions. Within the ICT Department, the Digital and Business Enablement Strategy Team will be fundamental in driving cost containment and efficient resource allocation, building an AI-savvy workforce through training and enablement, and accelerating AI and digital adoption.
The Senior ICT Officer (Data & AI Product Management) will work under the overall supervision of the Director of ICT Department and the direct supervision of the Deputy Director, Digital and Business Enablement. They will play a crucial role in enabling AI-driven digital transformation by aligning technology initiatives with business goals, assisting with the overall objectives of embedding data and AI capabilities, and fostering continuous innovation for enhanced outcomes.
- Enhance and maximise the usage of existing internal AI solutions within the organisation across all business units ensuring that they are utilised to their full capacity and support the day-to-day operations of the teams.
- Collaborate with business units to identify automation and AI opportunities within business processes, and develop AI-driven workflows to optimise operations, decision-making, and outputs.
- Evaluate external AI solutions that meet the identified business requirements, conduct feasibility studies and proof-of-concept (PoC) pilots, and select and integrate the AI-powered tools into the respective business areas.
- Collaborate with Managed Service Providers (MSP) for AI implementation, define and manage Service Level Agreements (SLAs) to ensure high availability, oversee third-party developers for AI customisation and integration, and ensure vendor solutions align with ICT’s technology architecture and strategic goals.
- Provide training on AI tools like Microsoft Copilot through conducting workshops and training sessions for employees on AI adoption, create educational materials, guides, and use case demonstrations, support AI literacy by building prompt libraries, and establish internal AI champions to drive knowledge sharing.
- Support the development team with rapid prototyping and Agile development of AI Minimum Viable Products (MVPs), test these models and digital solutions in controlled environments, work closely with business units to gather feedback and refine solutions, and build reusable automation libraries for future AI applications.
- Work with the internal change team to embed AI literacy and facilitate change management to transition the organisation from legacy systems to a lean, AI-enabled enterprise, support with developing a culture of AI adoption through case studies and success stories, set-up internal "office hours" for peer learning and AI discussions, track AI solution uptake, measure impact, and iterate based on feedback.
- Lead the design, development, and delivery of AI-enabled MVPs in collaboration with business stakeholders.
- Define and maintain a backlog of high-value prototype opportunities in coordination with business engagement and governance teams.
- Perform any other duties as may be assigned.
Education
- Master’s degree in Political or Social Science, Economics, International Relations, Business Administration from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience..

Experience
- Minimum of five years of relevant experience providing technical, change management and learning support to a business-related area, preferably in an international organisation or multi-national company, or equivalent combination of education and relevant experience;
- Familiarity with NGO, Development Agency or UN processes is an advantage;
- Strong oral and written communications and presentation skills, and client-service attitude;
- Experience working in an extremely fast paced high-volume environment;
- Demonstrated organisational skills and ability to “make things happen”;
- Demonstratated ability to organise large volumes of work and set priorities under conflicting pressures;
- Professional integrity, willingness and flexibility in all aspects of work; and,
- Self-motivated, experienced in working in a diverse team and working on competing priorities simultaneously.
Skills
- Demonstrated ability to manage, motivate, coach and supervise multi-disciplinary and multi-cultural staff of various background;
- Excellent leadership, coordination and communication skills to serve as the primary point of contract between senior leadership and wider teams;
- Skilled in project planning, progress tracking, execution and developing project management processes and tools;
- Ability to facilitate and coordinate regular PMO meetings to discuss progress and address challenges;
- Skilled in driving ongoing initiatives such as process improvements, interdepartmental coordination and efficient resource allocation and utilisation;
- Proactive approach in identifying key areas for enhancement and providing operational support for ongoing initiatives;
- Knowledge of UN and/or IOM systems and processes;
- Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook);
- Proficiency in organisational AI solutions including Microsoft Co-Pilot, OpenAI, and Gemini;
- Proven experience with AI and Solution integration and management with large international organisations;
- Experience in collaborating with Managed Service Providers and delivering to technical SLAs across multiple integrated workflows; and,
- Personal commitment, efficiency and drive for results.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish, and/or an official UN language (Arabic, Chinese, and Russian) is an advantage.
