Context:
Under the overall supervision of the Director of the Department of Information and Communications Technology (ICT)/Chief Information Officer and under the direct supervision of the Deputy Director (Digital and Business Enablement), the Chief, Corporate Solutions leads the corporate solutions team responsible for managing IOM systems and solutions related to management enterprise platforms, associated processes, documentation, and the deployment of new technology and Artificial Intelligence (AI). Their responsibilities include maintaining and updating solutions for project management and reporting, customer relationship management, and enterprise resource planning management.
The Chief, Corporate Solutions bridges business and technology, requiring an experienced advisor who can build strong relationships and maximise technology's impact on business value.
RESPONSIBILITIES
Strategy & Business Engagement
- Work with business and corporate partners to create and follow a multi-year strategy for the corporate technology portfolio, aligning it with the broader ICT strategy and IOM priorities.
- Act as a trusted advisor for business partners, guiding technology selection, design, and use.
- Stay updated on business and technology trends to find opportunities for technology-driven business value.
- Represent ICT in various institutional bodies and governing forums.
- Manage relationships with owners of related solutions to ensure integration and minimize change impacts.
Business Solutions Leadership
- Take full responsibility for technology products and solutions in the corporate portfolio, managing risks and ensuring compliance with policies and security requirements.
- Continuously evaluate emerging technologies to meet strategic business needs and provide value to the leadership team.
- Oversee the delivery and operations of the corporate solutions portfolio and manage the associated budget.
- Track and report portfolio performance against agreed business value metrics, ensuring transparency in budget spend and value delivered.
- Drive digital transformation by integrating AI, Machine Learning (ML), and other intelligent technologies into business solutions.
- Supervise Direct a team of business relationship managers, technical staff, support, training personnel, contractors, and consultants.
Business Solutions Delivery
- Lead the planning, design, configuration, and deployment of systems and business solutions to support core organizational functions.
- Oversee the entire Solution Development Life Cycle (SDLC) from requirements to deployment.
- Modernize the SDLC function by adopting agile practices, rationalizing application architectures, and consolidating platforms.
- Coordinate system enhancements, upgrades, updates, patches, and fixes to ensure optimal performance, data integrity, and reliability.
- Update solution delivery approaches by incorporating new technology and AI methods, monitor and report using analytics, process simplification, AI, and innovation.
- Employ a centre of excellence approach to provide support, replicate successful approaches, and define service levels and user satisfaction across the- Corporate Solutions Unit portfolio.
- Oversee the development of vendor contract requirements, coordinate with procurement teams to facilitate acquisition processes, and oversee the team’s daily vendor relationship management responsibilities.
Corporate Solutions Service Management
- Oversee the management of end-user (Tiers 1-2), solution (Tier 3), and vendor (Tier 4) service management across the corporate solutions portfolio.
- Monitor and report on Key Performance Indicators to ensure that service level agreements are being met and lead resolution of service delivery issues.
- Leverage AI and other emerging techniques to increase the usage of Tier 0 (self-service) and systematically reduce reliance on other Tiers for support.
- Work with service management resources (managers, contractors) to continuously improve service management processes in accordance with – IT Service Management best practice.

QUALIFICATIONS
Education
- Master’s Degree in Computer Science, Engineering, Management of Information Systems, Business, Accounting or a related field from an accredited academic institution with ten years of relevant professional experience, or;
- University degree in the above fields with twelve years of relevant experience;
- PMP or equivalent project management professional certification will be an asset.
Accredited Universities are those listed in the UNESCO World Higher Education Database .
Experience
- At least 10 years of progressively responsible experience with- Enterprise Resource Planning (ERP) development, implementation or management;
- Experience with at least two large-scale ERP projects performing a similar or higher project management role, ideally involving Oracle Cloud ERP implementation;
- Experience in Agile project management or iterative development desirable;
- Work experience in the UN system would be an advantage, especially experience deploying ERP systems into environments with security and telecommunications challenges; and,
- Vendor management experience would be a requirement.
Skills
- Demonstrated ability to liaise effectively with senior-level internal and external stakeholders;
- Demonstrated ability to lead teams composed of staff, vendors and external consultants without direct functional authority;
- Demonstrated ability to problem solve and to persuade teams having differing points of view and priorities to converge on agreed solutions; and,
- Knowledge of ERP solutions used in the UN system would be an advantage, especially knowledge of UN entitlements and payroll processing and IPSAS-based accounting.
Languages
IOM's official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.
For this position fluency in English is required (Oral and Written). Working knowledge of French, Spanish and/or an official UN Language (Arabic, Chinese, and, Russian) is an advantage.
