The Opportunity:

As a Logistics Planner, Senior (Military Construction Project Manager) you will have the opportunity to support the INDOPACOM J44 Engineering Division by providing engineering capabilities and performing contract related tasks to further key mission priorities. Engineering capabilities that you will provide include engineering and planning support to civil, structural, mechanical, electrical design, and construction related projects. The contract related tasks that you will support in this role include construction project scheduling, cost control, cost estimating, construction management, quality assurance, project budget management, as well as contracting. Contracting includes providing your expertise to assist the team in contract award procedures and post-award contract management. This position is located at the Joint Posture Management Office (JPMO) - Forward in Guam.

Responsibilities:
  • Conduct assessments of project complexity, feasibility, and timelines.
  • Conduct technical analyses of project sequencing, bundling, schedules/timelines, identify optimal acquisition strategies to expedite project timelines, identify critical path items and strategies to mitigate issues, develop ways to expedite project schedules to achieve reduced project timelines.
  • Coordinate across J44 Branches, J-Directorates, and with DCAs and Components, forward J44 LNOs, and others to ensure informed, coordinated, deconflicted, synchronized project execution.
  • Develop execution briefings for various audience levels.
  • Provide support to, and back-up for, the J44 Strategic Execution Branch Chief, Posture Management, and J44 Engineering Division leadership.
  • Support the J443 (Strategic Execution), J446 (Development & Controls), and Knowledge Management branches.

Qualifications:

Required:
  • SECRET Clearance
  • Bachelor's Degree and 10 years' experience related to the mission focus area
  • Familiarity with, and understanding the difference between, design-build (DB) and design-bid-build (DBB) contracts, firm fixed price (FFP), and cost-plus (CP) contracts.
  • Experience as a Contracting Officer Representative (COR).
  • Experience with, or having worked for, a DoD design and construction agent (DCA).

Desired:
  • BA or MA in Civil Engineering
  • Previous experience supporting a Combatant Command
  • Project Management Professional (PMP) Certification
  • Experience supporting any U.S. Military branch Corps of Engineers

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$77,300 - $170,200
